This is a Member of the Butter up band from the Dr. Seuss Book The Butter Battle Book.
He is seen in the marching band playing a trombone with the butter side up citizens called the Yooks as they compete, strike and rebel against the other town of people who refer to themselves as the Zooks who eat their toasted bread butter side down.
