Willy Waterloo is a character in Dr. Seuss's ABC. He washes Warren Wiggins who washes Waldo Woo.
He sees a zed come in the room but as soon as the Zed comes the zed gets splashed by water and quickly runs away.
The water hose he holds somehow comes to life moving like a grooving snake and puts him in a slight trance splashing him with water a little. He is broken out the trance when his mother reminds him that he's wasting water, and he gets right back to washing the two boys again.
